Might be China but more likely they are domestic. That type of crude copy has been around for at least fifty years probably longer, used for souvenirs, promotional giveaways etc.

Genuine coins don't have a "R" stamped on them. Your coins do. Your coins are FAKE, absolutely no question about it.
