I thought it might be a peel at first, but it is damaged.

I don't know. I'm inclined to think lamination flaw. If it was PMD, where is the shifted material? Can you post a picture of the reverse? You could gentle try poking the rightmost edge of the area to see if it's a flake.

Lamination + PMD. Judging by the numerous pin scratches, the lamination had some "help" in its removal.

Not that thete isn't some damage here but for the most part this appears to be a lamination issue. There are striations that are basically perpendicular to the line of missing metal in the area thst is missing. This is an indicator for lams. The area on the right is a retained lam

That one is one I would have graded. (did I just say that?) They are worth a lot more when you have both pieces A real keeper.
