The plastic makes it very difficult to grade. I will guess MS63.

Tough for me to grade coins from photographs but I did notice that the inner flip appears to have split. Time to reholder ?

It look's to be in the 63-64 range so long as that flat spot on the shoulder is just holder contact with the coin.

The guy in the canoe is in contact with the holder thus it looks weird :) and the coin is a ms64
