If it was a dime planchet, it would be smaller. Looks like the copper plating was worn away showing the zinc core on the rims and high spots of the design on both obverse and reverse.

Battery acid I'd bet. looks eaten away the rubbed on high spots, note rin eaten in center...thinner plating there, gets ett 1st!

Just to maintain the "Fuzzy, Crazyb0, me" continuum, I'll say it's normal other than copper plating being worn or removed in certain areas.

It must have been done recently. I bet if you leave it exposed to the elements, it will start to show zinc rot/corrosion.
