I found this 1994 d in a parking lot,, is this MAD or what is up with this cent?

My neck Hurts! Try aligning those pix please next time. Need better quality pix too, not clear enough to really define any problem. Think what youre seeing is the "ghosting" effect around the date? That's normal high speed machining, heat and thin copper plating being moved around the surface. Sometimes see a "bluish/gray color around the letters/numbers, that's split plating down zinc core. Zinc rot can now attack quite rapidly, cent is a goner.

its not MAD, that's a misalignment problem, this is just normal for the "zincolns".

Split copper platting,common. Need full coin pics to tell on the MAD.

Looks like a MAD coin, but not enough to be a collectable. In order to be a collectable the devices on an area would fall over the edge of the coin:
