I've had coins overdue from PCGS by a couple days with the 15-day Regular Service. When I politely inquired if I was owed a voucher or two, I was advised of PCGS's new patented calendar wherein there are only three "business days" in most weeks. 
Thus, 15 days stretches into four to six real weeks. When I've wanted a coin back in a hurry, I use the Express ($50, 7 days) which they have never missed.
Reminds me of the old cartoon of a bunch of people rolling around the floor laughing their butts off and stating, "You want it WHEN?".
