I'm not familiar with that coin but it looks like it had been damaged by chemicals and it was scraped or pounded.

Maybe a soak in acetone will clean off some of that mess, but I still think you will find a damaged coin.

That coin was in contact with an iron/steel object and water which transferred rust staining to the coin.
