so I have this 1919 coin with a die chip (in descent shape too) that resembles a 1919 apostrophe that I have seen before, but there are a few more blobs on the coin, is this the right one just a later state?
also how scarce are they?

I'd say yes, the one I have has same dots but much lighter and not as many

If you have two similar coins. one w/more "chips", that one is the later state of the same die. If you look close, there's actually a die crack connecting all these "dots". Just shows the deterioration happening, more and more is chipping off the edges along the crack, cool!

Can this coin be posted in the grading forum also
or does the error mean it can't/shouldn't?

Nice. In my 2, you can barely see the initial crack but the big apostrophe is there.
