Polished with a dremel buffer.

In this case mechanically buffed after more aggressive rotary polishing often referred to as whizzing.

The coin is probably a Chinese counterfeit. Weight and a look at the reeding would confirm that

It looks like they tried to polish it so much that some of the plating is wearing off.

I think there was solder, and that was the seller's way to "fix" the problem.

Mystery solved thanks to Debrajc for noticing the previous sale. Those who said it was polished/whizzed were right!

Per a feedback comment - "Very good seller, took back coin with no hassel, will buy again.", then looking at that listing, one finds the same coin in an earlier stage of surface alteration. See below.

That is what I suspected, heavily burnished/tooled to remove damage and corrosion

I suspect that this dollar was minimally chopmarked and repaired. A few, random chopmarks might tempt a coin fixer. Here's an unrepaired example.

It has been polished to remove graffiti from the fields on both sides. The earlier sale still shows some of the graffiti, it was returned and the polished it some more in an attempt to get rid of the rest of it.

The coin in question sold for $85.75.

I have a feeling a few more of this seller's coins for sale may be polished, too.
