Is This 1940 D Penny A Struck Through Coin Or Defective Die

I got this 1940-D penny out of a bag I bought recently and it has a small circle that measures 9mm from top to bottom of punched circle. At the deepest sections of circle edges are small lines running horizontal across for a couple of millimeters but then stop. This looks to be struck through to me or maybe some kind of foreign coin in a smaller size in the die for penny. Whatever happened, it was thick enough to cause reverse of coin to almost punch through. I'd like to know your thoughts.

The coin you have has been damaged, it's not a mint error.

You can see how whatever hit it left a mark on the opposite side of the coin as well.
