I was doing some clean up in my ICCS coins. This quater was graded MS-63 but is it a bit to conservative for this one?

It's hard to guess ICCS grading at the moment but what I do see is a distraction in front of the mouth and several other on the bust. The bust looks busy compared to the rest of the coin. The reverse is in great shape. I will bite and say this coins should be a 64.

Don't compare ICCS grading to US TPG's.
Canadian standards are a ½ to 1 grade lower than US standards.
Which makes your coin graded quite reasonably.

You send it to ICCS ten times and I bet it would grade a 63 seven times and a 64 three times.

I think it's probably a today's 64 from ICCS

I would say it's a 64 from your picture. Also there is a nice die crack in the antlers...
