I can't identify this one but it appears that the date may be 1867.

It definitely looks like it is from Afghanistan, and it has the date of AH 1246 (or around 1831 in the Gregorian calendar), meaning it was struck under the reign of Dost Mohammad Khan. With all of that considered, the closest match I can find is KM#480.1.
