Looks to me like remnants of a die clash, and a slight MAD.

Part of a clash by face, die abrasion on neck area, LDS die as the die flow is not real major, but getting there. Looks like a spender to me.

I believe in this overlay, purple and green areas show commonly affected areas while yellow and red denote less commonly affected areas. I'm a little confused about the marks in front of FDR's mouth on your dime. They don't match up with a straight on die clash, so maybe a rotated die at the time of the clash? Is your dime aligned properly?

I think it's pretty close. The marks at the mouth are from wear on the die. This one's a mix. lol Thanks for the information Druu, I do see a lot of dimes with clash marks in the purple areas.
