I'll make a go at it.
Left frame
A. Nothing more can be done to help this beast. Science has failed.
B. Then I'll go now to Voigt in Heessen.
Right frame
A. Is that the horse on which I had given up?
B. Yes, with one or two hours under the mountain sun (i.e. "health lamp") of Voigt he was cured, he is blissful.
Reverse
A. Can you not tell me where the Miracle-Doctor Voigt has gone now?
B. Just always go along the way the people before you went, (since he has come, everything is right?)
Native speaker might do better with that reverse panel last line: in standard German it's something like << Ja doch geht sein Mann immer den Weg lang dem den ersten Leute geht, doch komm ist Sie, alle ist Recht. >> That 'Doch' is probably in response to the negative question in line A, << Kannst Sie Mich nicht sagen, wo ist nur den Wunderdoktor Voigt hingeht? >>
