The only thing I can answer is that it's not off-center. Both the obverse and reverse would have to be shifted in the same direction for that.

This example only shows on the obverse, so it is called a MAD (mis-aligned die).

They seem to be extremely common on dimes.

Not with this one.

The misalignment would have to be a lot more substantial.

I bet if you get some rolls of Roosevelt dimes, you'll find quite a few that look exactly like that. To me lately, it seems every third dime I look at is MAD.

Also the die state is in the LDS/VLDS range. That is the distortion you are seeing on your coin.
