That is called die flow. The die flow is an indicator of heavy die wear. No premium for these as they are common. The anomaly on the tip of the 'E' is a gas bubble under the plating. Not part of a clash. Not the direction is different than a clash would be. Also there would be more evidence of the clash on other areas of the coin. If you press it with a took pick it will collapse. If it were a clash it would have to be a very strong one: But not if it were a clash, it would be mirrored and slightly incuse. Yours is raised like a gas bubble would be.
