It is a place where users can post pictures of their coins and let other users vote on the grade. Each time someone grades a coin, the average grade is updated to show the new average. There aren't many members yet, because it is so new. I think once it gets some attention, it will be a valuable tool for collectors. I do not own the site, nor am I affiliated with it in any way, I just think it can be a useful tool for collectors to get an accurate grade on their coins without a fee. I don't receive any spam or emails at all from the website. I first learned about it in this thread: http://goccf.com/t/282887&SearchTerms=coindition I see the OP is missing now.
