Looks thinly plated with silver (?), which has worn off in some places...

Could be mercury. I suggest caution.

Could be PC59-831...nasty looking cent ...and to think that at school we all rubbed mercury into our cents from chemistry class..

..and that mercury...Oh..!!.. I forget..?
