A combination of over-polishing of the dies and Die Deterioration... used well beyond their normal usable lifespan... you see the same thing with 1978 cents.

I've got quite a few of the '79s with bits of all those faults (goiter,mustache,eye tear,tongue,lettering) but none show as many as yours.That obverse die was at it's end of life.

Yes I agree Dennman late stage die, it's the first one I have ever seen with that many faults on one coin, just wanted to show
