It looks like a machine damage during wrapping process to me.

It is definitely PSD. Coin wrapper/counter machine or a vending machine.

The line on the top of his head runs perfect with the curve and there is also a die clump right below it

It matches because they are both round.

The clump is displaced metal from the coin machine scratching a line and forcing the metal to go elsewhere.

This happens a lot.

Definitely a Coin Wrapping Machine. The end coins of rolls often get scraped as the paper is wrapped around the coins by machine.

I have brand new, uncirculated rolls with these scrapes on the outside coin from the roller.

Yep! Definitely PMD, roller damage. Makes that mark on lots of coins.

I agree. I have seen this same markings before with BU state and ATB Quarters.
