I'm looking at this Hidlago from Mexico. It is a great strike but I am concerned over the toning. Is successfully eliminating such toning without damaging the coin a lost cause?

Leave it as is. Tone removal also removes a thin layer of the metal and destroys any natural luster.

It can be done without losing luster but only on BU and high AU coins and the process is risky even if you know what you're doing.

Leave it alone. If you do not like it, then find another specimen and leave this one who would prefer the toning.

That toning is very mild. What does the other side look like?
Have you given it an acetone wash? That might bring up some lustre if the coin has been handled a lot.
Otherwise, as other wise voices have said, leave it alone.
