New Zealand 1936 Florin ( Grading Error)

When I started out collecting coins it was those of my country of birth ( New Zealand). Since then I have branched out and I haven't really looked at that series of coins for years, so I am a little rusty. With that cautionary note out of the way: I was looking on Sixbid and saw this coin( I always double check the key coins):

As rusty as I am the circulation wear on that coin is significant( if you aren't experienced with his coin just look at the Kiwi's feathers) Mint state, as NGC has graded this coin, it is not. I would have problems giving it an XF grade!!
