At first I thought my eyes were going, but on closer inspection I found this. Is anything to get excited about? It's like this all over the bill but the portrait is still sharp.

It's an inkjet error. The most common type. However, you say it's all over the dollar, and that's quite good. Depending on how blurred it is, it could hold a small-medium premium.
