Possibly. For comparison, here's your coin with an AE falus from the Seljuqs of Rum. Different monogram above the obverse legend, but some similarities. Perhaps a starting point for research?
Another Kayka'us I, below, this one unearthed by a colleague of mine, Dr. Michael Fuller. Michael led summertime digs at Tuneinir, Syria from the late 80's through the early 2000's.
Bob's ID is correct. It is a fals from Kaykaus I of the Seljuqs of Rum. The obverse (right) cites the name of "Al-Nasir li-deen Allah Amir Al-Mu'mineen" (Victorius in the name of God's religion, the commander of the faithful), who was the 'Abbasid caliph at the time. Seljuqs and many other surrounding dynasties were loyal, and in some cases vassal states, of the Abbasid Caliphate. The reverse cites the Seljuq of Rum sultan "Al-Sultan Al-Ghalib Kaykaus Ibn Kaykhusraw" (The victorious Sultan, Kaykaus son of Kaykhusraw)
