Without any direction: Are you asking about the slight off-center strike, or a die crack over the I, or a partially Grease Filled Die on the reverse?

A slight amount of an issue with a MAD setup of the obverse die. Looks like it is not enough thought to warrant a premium for this though. None of the devices are falling over the edge of the coin and I don't see a weakness on the reverse. If these events happened (which they didn't) it would look like this in order for it to be a collectable:

I see 1c worth of pocket change. A slight MAD doesn't add a premium.

I see weakness on "STATES OF" which is common in that area on Memorial cents.

I also see a die crack on the reverse.

There is a possibility of transitional errors on the 1983 cents, so be sure to weigh them.
A Zinc cent weighs 2.5 grams while a 95% Copper cent weighs 3.11 grams.

Save this as an example of a die crack. You can see how the line is raised instead of incuse, like it would be if it were a scratch on the coin's surface.

Well what I am seeing is the extra line next to the "I". It is clear to see from my view I just cant seem to get a good picture if it.

Yes the line from the rim passing next to the I and joining the corner of the memorial is a die crack. Cracks are commonly seen at the corners of the building. They are high stress points in the die.
