This quarter though there is an obvious layer of something. It's only 5.5 grams

Your image shows a 1968. Is that what you intended?

The yellow stuff is probably epoxy resin, or something similar, that someone has attached onto the coin.

Attached matter should add weight, not decrease it, though. Are you sure the balance is calibrated properly (i.e. what does a normal quarter read as)?

I'm so sorry. Yes it's 1965. The weight of this coin is 5.5 grams in comparison to the other coins which reads 5.6-5.7 grams. Before weighing it I assumed that it should of weigh more.
