TPG will say MS-63 FBL . My grade is MS-63, NOT FBL .

MS60 - NOT FBL, the obverse has a few dings and the reverse sure has problems. Unless of course the chatter is from the plastic holder but then you would have mentioned that.

These pics definitely don't do this coin justice. The plastic cover has flaws that really hurts the beauty of this coin.

I am at 64 but no idea on fbl from this view. I definitely think this one looks much better in hand.
