Looks like they whizzed that die then forgot to polish it! Grease filled for sure, have no idea why so rough...maybe some form of acidic was used at the mint to clean dies prior to final polishing?

Yecch, what a mess!

Need to wash your hands after touching that one, dude!

That is die flow from an very worn/tired die. Probably retired soon after your coin was struck.

Thanks coop I didn't realize it was die flow I'm use to seeing it bigger and more defined. This is kinda low profile.

If if it were stuck through grease the die flow would not be present. But because the die flow is there even where the part of the missing 'O', then that part must have been missing for a long time to develop that much die flow.
