@scooter, perhaps but it looks much more like a drip of krazy glue to me. Try giving it a soak in acetone and see if that clear bump pops off the surface of the coin or dissolves.

Definitely not crazy glue my pics aren't the best but the shiny spots is where the metal has worn. I will try to get some better pics there is one on the front and one on the back of the coin. On both these spots the coin has shiny spots where the metal has been scratched due to the raising.

As you can see those are clearly scratches on the raised surface that show the clean metal again

Scooter, looks like your quarter has been subject to extreme heat, whether in a fire or intentionally. When heating up the clad coins, the metals such as copper have a lower melting point than the clad materials, this will cause bubbles to form under the "skin". Once cooled, you have these left on the coin. This is PMD, after mint damage.

Exposed to extreme heat causing trapped gases between clad and copper core to expand. The heat will always discolor the coin too making it darker in color.
