That looks like a planchet flaw, and no, that wouldn't indicate a date. The ribbons on the hair indicate some dates and the raised mount is the 1913 type 1, other than those, no.
For me, that's a candidate for a raised date attempt. Mix up a 50/50 solution of vinegar and hydrogen peroxide. Let nickel sit submerged for 1-2 hours, check and repeat. May take 8 hour, but usually within 4 start to see some numbers. Realize this is called "acid raised dating" and most consider this afterward to be a damaged coin and valueless. I think it is worthless to begin with, if I raise the date it cam be a hole filler til I get a good one!
