Here is a picture of this quarter. Hope you will be able to see what I am talking about. It as line all the way around the lettering on the obverse . It looks like that may have stamped it again. Not sure that is the correct way of saying it.

Need to practice your pic skills. Looks to blurry to tell for sure,but it looks like counting/wrapping machine damage.
