I'll post a comparison picture but the 9's "tail" connects. Makes it appear to be a 8

That's most likely due to wear.

Could be wear, could also be a die chip joining the tail to the loop. That is a common occurrence on dates with this font style. Usually on the 9's and frequently on the 6's.

Not knowing anything of the series, I would still suggest you compare it to a coin minted in the same year. I noticed that the lettering in the 1908 is smaller than the lettering in the 1902. Notice the larger gap between the top of the 1 and the bottom of the bust?
