I bought a lot of roman coins and all of those that I already identified are from Antioch mint but this one is stranger,I cannot figure it out...

Obverse : TOCKA ic and an emperor bust
Reverse : on left TAr on right CEO and in the middle is a strange figure

Reverse looks like one of the Abgars, who were a dynasty of client kings to Rome, ruling in Edessa:

Thank you Finn235 , indeed the reverse seems to be Abgar,also the writing seems to indicate it,except I cannot find any Abgar bust without a star near it and looking the same.
On obverse it is written GOCKA ? I cannot find anything like it.I also attached new photos,I hope I did as supposed this time.Thank you.

I think it is Septimius Severus and Abgar VIII , but cannot find the exact one..

I finally found it,it is : Caracalla and Abgar IX,BMC Greek (Arabia) 38.p96.From what I can see and read there was only one ever found in 1877.Do you think it has any collectible value?
