Here is by far the worst looking coin I'm sending off to be restored. Its an 1858 Flying Eagle cent, and its caked in the green stuff. Take your best guess at a grade and lets see how nice a job PCGS does as curing this poor little eagle's dreaded disease. This one I'm submitting as sort of a test to see what PCGS restorations capabilities are.

Even if it comes back at AU Details its still money in the bank, it was part of a wholesale lot I purchased for $20 that had enough junk silver in it to pay for the whole lot.

Wow. That came with $20 worth of junk silver in an unsearched lot? That's incredible. That coin is worth a couple of hundred dollars, even in this state.
Did the junk silver lot also have those au or better lot of morgans? wow...
I'm at au55 on the coin. The green stuff looks like paint rather than pvc damage. Have you tried soaking in 100% acetone for a few hours? It might just come right off.

I know for a fact that this is PVC, because it was in a Dansco like book with pages made of PVC. All of the stuff in the book was caked in Green PVC. There were no American silver coins in the lot, almost all of the silver was British stuff and most of tht just worth melt. There was also a page of common indian head pennies, with this and another Flying eagle (that was like a pitted Good details). All of the Morgans I posted I bought in other wholesale lots (those cost more than $20 lol).

Congrats. Looks like you hit it out of the park here.

Save your money and buy some 100% acetone. The green slime will come of easily. You may have to gently roll a Q tip over some of the globs, but it will clean up nicely.

I have acetone, but it will bring more money in a slab than raw

We'll see what they can do but, I'm worried that the areas underneath the PVC will be brighter and still look very distracting. I guess there's really no other option, though.

I've sent in similar looking coins to NCS in the past and based off that I figure that there is a 50% chance it comes back details due to whats underneath the PVC
