Can't quite make up my mind about this one. From pictures alone, it looks like an illegal forgery, but that doesn't make much sense, due to the fact that it is of such low value, and so common for genuine examples.
The result seen here is most probably a simple result of wear and impact damage.
Genuine examples are made from aluminum, and without telling us, this one is also. Aluminum is soft and so can allow movement of some metal in the second date digit in a horizontal direction, due to impact damage. Die damage could have also contributed to what is shown here.
I would not be inclined to get excited about any increased potential numismatic value.
To me it looks worn, I've got a couple of these that are about this worn, and I see you have too. Possibly a little more worn than sual, but as sel_69l says, aluminium is soft, so wear gets more prominent.
