The toughra means it is most likely from Egypt or the Ottoman Empire, but I cannot read the date. Luckily, the regnal year is 82, which narrows it down a lot. I am thinking it is 1 para from the Ottoman Empire, which would have the date of 1171/82, meaning 1769 in the Gregorian calendar. That is just assuming it is 15 millimetres though; if it is larger, it may be of a different denomination.
