What you're seeing is mainly a lot of wear on the coin. The missing devices on the obverse might have been Struck Through Grease, but I suspect it's probably just from wear. I've been wrong before, though. As far as the reverse, I think what we're seeing is a combination of Machine Doubling and wear, both of which have caused flat surfaces to "pile up" in a way that creates the look of an extra outline. The size of the devices is normal, though, with no split serifs, so I feel petty safe in saying it's not a DDR. Keep looking, though, and your eyes will get better and better at discerning the difference.

It is a Struck Through Grease issue. The dies may have been wiped with a cloth and there was a small amount of grease on the die, but was rubbed into some areas of the die unevenly. Thus the missing letters and the affected letters preventing/altering some devices. 'R' on the reverse is distorted. The rest looks like circulation damage. Not a big thing. But when the devices get fill about 80-95% collectors notice them then.

It looks like a 1994 LMC but a little girl is standing in front of the other 9 because she is reaching for an apple.
