Hi evd1819, welcome to the forum.

I think what you're seeing is Mechanical Doubling, though clearer pictures would allow for more certainty.

On the obverse, there is doubling on the motto; however, this is the result of master die doubling, and so appears on all 1982 quarters regardless of which mint it came from.

I was going to say Die Deterioration Doubling on the reverse there. I did get fooled by the obverse until Oijogja noted doubling on the master die, so thanks!
