It is really hard to tell from your photos, but are you thinking a Doubled Die? From what I can tell the devices (lettering) looking fat/mushy and doubled. This is usually caused by a worn die strike. Sometimes you will also see on these an orange peel kind of finish and maybe some star-burst lines around the rim.

maybe you can get us a couple more images of the coin flat and some closeup of the areas you are questioning.

I agree that it looks like damage from a rolling machine through LIBERTY. This is not good, sorry. The coin also does appear to have been struck by a worn die since it seems to have a ghosted second rim where your lower arrows point. This also commands no premium. Nonetheless, keep what you like. =) Ultimately it'd be worth its face value to the majority of collectors.

It does appear to have been stuck inside a coin rolling machine.
