1990 looks dd or md but has a lot going on front and back .is it some kind of die clash , bad blank ?what does this

The ridge up under the device is what occurs from a worn die. You'll see this more often than not on the cents from the 1980's decade. So, extremely common though some are worse than others.

The circle-y bits are from a worn die. I also see Die Deterioration Doubling on the last two digits of the date.
