Can you explain those two vertical parallel lines in the lower left center of the obverse in the first pic?

I don't know; I can't tell you. They are not very deep or noticeable because I would have spotted them earlier when I looked at the piece before purchase. This coin is a Proof. I'll let that much out of the bag.

Since it has been 11 hours without a response, here is the grade. NGC graded this PR-66. The grade is accurate since coin has now significant hairlines and original surfaces. As to whether PCGS would grade that, that is something to speculate.

Seems way overgraded given the scratches bookending the obverse shield that run over half the diameter of the coin. Can't see this anywhere near gem grade levels. They don't look deep to me either, which is the reason why it likely wouldn't get a details designation, but they are impossible to ignore. Unlikely to be a pre-existing planchet flaw given that the coin was struck on a polished proof planchet. A nice coin but for this damage.
