It's not "ware".

On a coin in this condition it is often difficult to distinguish wear from damage (intentional or not).

This coin is missing that 4, but also some of TRUST and some of E PLURIBUS.

However, it is very hard to tell damage/wear when a coin has seen as much usage as this one.

I'd class it as more "neat" than valuable, and hope to look half as good at 73 years old.
