Looks like the beginning stage of what could be a nice sized die chip. I think Wexler's call these markings Pre-die break depressions.

If it is incuse (sunk into the coin) then it might be coin contact from another coin in circulation. If it is raised, then it might be a die issue. It might be a die crack that is forming, or contact from another coin in circulation. Depending on the two things mentioned in the first part of this answer?
