A die clash is possible,and your coin looks like it has one. Need an overlay to make sure.

I'd like to see an actual overlay, too, but I'm too lazy to make one right now. However, in my head it looks like a clash and if it isn't, that was a really funky die pair that struck that coin.

One oddball die isn't uncommon but the pair?

I'd have to call it a really, really disastrous situation. Probably the worst strike in the history of making coins. The planchet was treated very poorly.
