It happens on dies of all denominations. It is part of the die that breaks off/erodes that part of the die. Die cracks/chips/breaks are all just a progression of die wear. When the damage get too strong on a die, it maybe tossed or they sometimes just keep using it. Just depends on how distracting it to the naked eye. We look very closely at coins, but the mint allows for some tolerances.
