The obverse die looks like it was over polished. The reverse die looks normal. SO the obverse die mush have had a strong clash on it?

Note there are a lot of field contact on those areas. So the neck and probably the 'L' on LIBERTY is probably thinned as well. A side by side of a normal coin and your coin will probably show that.
