Plastic over the coin makes it harder to grade accurately. It looks as if it may be soft placticized PVC, so take it out of there immediately, and put into a Mylar / cardboard flip, where the coin will be much less subject to tarnish.
Faces of the lions passant in the 1st and 4th quarters typically poorly struck up as usual, but rest of coin nicely struck up. Moustache, beard and eyebrow may probably show the tiniest amount of wear on the high points at 10x magnification, and the coin appears to have excellent luster.
If no wear at all, then MS62 or 3. If there is any wear at all as indicated above, then AU58, but if that is the case, it is a superior 58, due to the other good features of the coin, and worthy of an MS60 value.
