1961 Jefferson Penny Gouged

I purchased a roll of uncirculated Jefferson copper cents and found this in 1961 do with a huge gouge in it.
Is this considered an error? Can't find to much info on this type of coin error.
Sorry couldn't fit the entire fro t and back of coin in 1 photo so I split them in 2.
The last image I highlighted the gouge in the coin.

It is hard to say from the pictures whether this is a strike-through or lamination error. It looks interesting. Any chance on improving the photos?

The president on the U.S. Memorial cent is Lincoln not Jefferson . Whatever that is on the back of his neck is indeed interesting .

When did the one cent design change from Jefferson to Lincoln occur?

Lincoln has been on the cent since 1909. Jefferson has never been on the cent, only the nickel starting in 1938.

Laminations tend to run in a straight line. This may have been a struck through debris and then fell off later. If so, then the coin would weigh normal. If it was a lamination, the the coin might be slightly light in weight.
