This might be Machine Doubling but it's possible (in my mind) that it's not, so I just wanted to check, thanks guys.

The devices look normal sized from what I can see.

Hub doubling enlarges the devices.

whenever I see indentions on the ends it always throws me off.

I open some BU rolls of 1960 D cents and found a bunch of RPM's. I was looking to see if any were the one from your photo but they weren't.
