Those look like divots in the coin, like was hit with something. I suspect just PMD

The marks are definitely incuse so I'm saying damage as well.

@roja82, it is better to post a new coin on a separate thread, but I think that this other coin also has been damaged after leaving the mint. I agree that the two marks do look a little like the letter J, but I think that is just a coincidence.
